Commercial Lots and Hurricane-Season Drainage in Northeast Florida
A property manager off Belfort Road in Southside called me about a coating he was sure had failed. Inside the roll-up door, a band about twelve feet deep had gone milky and lifted in sheets. Everywhere else in that 14,000 square foot building the floor was perfect. Same crew, same batch, same day.
The coating had not failed. The lot had. Outside that door the asphalt fell about an inch and a half toward the building over the last twenty feet — invisible in March, obvious after a September cell drops three inches in ninety minutes. Water stood against the slab edge for days, the subgrade never dried out, and vapor pushed up through the concrete until it lifted my film.
What a Northeast Florida lot has to move
Jacksonville gets roughly 50 to 54 inches of rain a year, better than half of it between June and October. The storms are short and violent — a summer cell putting down 2 to 3 inches an hour is routine, and a system parked offshore can run 10 inches over two days. Hurricane season is June 1 through November 30, when the ground is least able to help.
The other half is underneath. North Florida sand drains beautifully right up until the water table comes up. Across much of Southside and Baymeadows the seasonal high water table sits within 2 to 5 feet of grade, and in flatwoods soils nearer the river it can be within a foot after a wet week. Once the sand below is saturated the sand above stops being a sponge, and a lot with a quarter percent of fall becomes a pond. Slopes and elevations that hold up
Numbers I look for walking a site, before anyone talks about the floor inside:
- 1.5 to 2 percent fall on driving and parking areas — 3/16 to 1/4 inch per foot. Below 1 percent, paving tolerance eats the slope and you get birdbaths.
- Maximum 2 percent in any direction in accessible stalls and access aisles. A ceiling, not a target, and it usually decides where the lot’s high point lands.
- Finish floor 6 to 8 inches above the apron, the apron pitched away at 2 percent for ten feet, and dock aprons pitched away too. If slab and pavement are within an inch of each other at a door, that door is a drain.
- Inlets on real flow lines, not the arrows on a plan. Sheet flow finds the actual low point every time.
Duval County site work has to clear local stormwater and land development rules on top of state permitting, and the City of Jacksonville publishes those requirements. Read them before committing to a regrade — retention math often drives the finished elevations.
Why the floor inside cares about the lot outside
Owners rarely connect the two, and it is the part I live with. A slab is a wick. Water standing against the perimeter keeps the subgrade saturated, and that drives vapor up through the concrete toward the drier air inside. Coatings do not fail from water on top. They fail from pressure underneath.
I tested both ends of that Southside slab. The dry end read about 3.5 lbs per 1,000 square feet per 24 hours on a calcium chloride test and 74 percent internal relative humidity. Twelve feet inside the door: 11 lbs and 93 percent. Standard epoxy primers are rated to roughly 3 lbs and 75 to 80 percent RH. That gap is the whole failure, and extra mils do not close it. Drying the ground out does, or a moisture vapor barrier primer — 100 percent solids epoxy at 10 to 16 mils, about $2.50 to $4.50 per square foot.
Fixing it, and what that runs
Regrading a lot is the honest fix, and not cheap. Milling and overlaying asphalt to correct pitch runs about $2.50 to $5.00 per square foot. Sawcutting and replacing concrete panels to change elevations is $9 to $16 per square foot for 6 inch reinforced work. A cast-in-place trench drain with a load-rated grate lands around $150 to $300 per linear foot installed — usually the cheapest fix when only one door or dock is the problem.
Price drainage and paving through one outfit if you can. The seam between them is where these jobs go wrong — the grader hits the plan, the paver hits the grade, and nobody owns the flow line. Bidding interior floors, I want a concrete contractor in Jacksonville to have set apron elevations and door thresholds before my moisture numbers mean anything. Readings taken in April will not hold in September if water can still reach the building.
