Winter Repairs: What Can and Cannot Be Done Cold

The apron outside my center overhead door split in the second week of January, right along the line where the rollback sets its wheel lift down. By the end of the month one side had dropped half an inch and cars were catching on it. Waiting until April meant three months of scraping bumpers on my own concrete, so I started calling around. Every answer was a version of “depends what you mean by fix.”

They were right. Some winter work is routine and some is money in a hole. The line is not the calendar; it is temperature, moisture, and what the material needs in its first 24 to 72 hours.

What cold actually does to fresh concrete

Hydration slows as it gets colder and effectively stalls near 40 degrees. The industry definition of cold weather concreting is three consecutive days with a mean daily air temperature below 40 degrees F, with the temperature below 50 for more than half of any 24 hour period. The placement numbers published by the National Ready Mixed Concrete Association are short:

  • Concrete for a thin section, under 12 inches, gets placed at 55 to 60 degrees F minimum.
  • It stays above 50 degrees for at least three days, longer for structural work.
  • It must not freeze until it reaches roughly 500 psi, generally 24 to 48 hours at 50 degrees.
  • Freezing before that costs up to half the ultimate strength permanently, and the surface never recovers.
  • Nothing goes on frozen subgrade. Frozen ground thaws under the new slab in spring and the slab follows it down.

That last one gets underestimated. Where the frost line sits around 30 inches, typical for the Colorado front range, ground under an unheated slab can be frozen a foot deep in January. Thawing it takes 24 to 48 hours under hydronic heat or insulated blankets, not an afternoon with a torpedo heater.

What can be done cold

  • Demolition, sawcutting and grinding. Cold does not care. Grinding a trip lip flat is a fine January job at $2 to $6 per square foot.
  • Full pours, with a real protection plan. Hot water batching, capped at 140 degrees, adds $3 to $8 per yard. A non-chloride accelerator adds $6 to $15, Type III cement or a richer mix $8 to $15. Insulated blankets run $0.30 to $0.80 per square foot; a heated enclosure $1,500 to $6,000.
  • Routing and sealing cracks with cold-applied polyurethane or silicone, if the joint is dry, frost free and above about 40 degrees. The low-temperature limit is printed on the tube; some go to 20.
  • Rapid-set repair mortars formulated for cold placement, several rated to a 20 degree substrate. They set fast enough to beat the overnight low, which is the whole trick.
  • Cold-patch asphalt in a spalled hole, $20 to $40 a bag. Not a repair, a bumper protector until spring.

What cannot

  • Sealing. Sealers need surface temperature above 50 and rising, dry concrete, and about 24 hours before moisture hits. Sealer over a damp December slab turns white and has to come back off.
  • Overlays and resurfacers. Polymer-modified toppings want 50 degrees and rising with no frost for 24 to 72 hours. One that freezes before it cures is scrap, and you pay to remove it.
  • Coatings. Epoxy essentially stops curing below 50 degrees, and any coating needs the substrate at least 5 degrees above the dew point. Cold-tolerant polyaspartics exist; the dew point rule still applies.
  • Anything on a wet, frozen or salted surface. Chloride residue comes off before a patch bonds to anything.

The part that fooled me

I looked at a 48 degree forecast and figured we were fine. That is air temperature at midday. In a high-desert climate with big day-night swings, a 48 degree afternoon can be 14 degrees at three in the morning. What governs is concrete temperature over 72 hours, not the daytime high. Pittsburgh has the opposite problem, long damp cold with salt tracked across everything, and in Miami the cold weather rules almost never trigger. The other winter cost is downtime. A bay I cannot use is real money, and a pour that stays blanketed and barricaded closes the approach longer than a summer pour. My apron priced about 18 percent over the spring number and took four more days out of service. I routed and sealed the crack in January for a few hundred dollars and repoured the panel in May.

Frequently asked questions

What is the lowest temperature concrete can be poured at? There is no hard air-temperature cutoff, because the rule is about the concrete, not the sky. Crews pour in single digits with heated water, accelerators, thawed ground and blankets or an enclosure. Without that protection, anything below about 40 degrees is a gamble on the surface.

Can a pothole in a concrete driveway be patched in winter? Yes, with a repair mortar rated for cold placement, a clean frost-free hole, and enough set time before the overnight low. Expect $15 to $35 per square foot of patch plus a minimum charge.

Does concrete poured in winter end up weaker? Not if it was protected. Concrete cured cold but never frozen often tests slightly stronger at 28 days, because slow hydration builds a denser paste. The damage comes from freezing before 500 psi, or from somebody pulling the blankets on day two because the forecast looked warm.
